EDG-Funded Custom Software & Process Redesign in Singapore

The Enterprise Development Grant supports up to 50% of qualifying project cost for SMEs, with no fixed cap, and it is the one scheme that can fund software built specifically for you. It has no pre-approved vendor list. Enterprise Singapore requires SAC-accredited TR 43 or SS 680 certification only for management consultants, and states that consultants providing technical advice and expertise in developing new technology do not require it — so a software developer can be quoted into an EDG project today, with no accreditation to wait for. That is the whole reason this page exists. What follows is the mechanism: what EDG will and will not fund, the sequencing rule that quietly disqualifies more applications than anything else, and where our work fits. Approval always rests with Enterprise Singapore, never with us.

Who it's for

For Singapore-registered SMEs with at least 30% local shareholding who are planning a custom system — a bespoke application, a CRM or ERP build, an integration layer, or a genuine process redesign — and who have not yet signed anything, paid anyone, or started work. If you have already signed a contract with a supplier for the project, EDG is closed to you for that project, and the honest answer is to say so now rather than after you have paid for an application.

A straight read on whether EDG fits

Before anything else, whether your project is fundable at all: entity eligibility, 30% local shareholding, financial readiness, and whether what you want built is a capability upgrade EDG recognises or simply a replacement purchase. Process redesign before any code

Mapping the process as it actually runs today, then removing steps rather than rebuilding them in newer software. EDG assesses productivity and capability outcomes, so a redesign that cuts handling time is a far stronger project than the same workflow re-skinned — and it is a better system regardless of funding.

Project framing assessors recognise

Structuring the scope as outcomes, deliverables and a productivity case rather than a feature list, and placing it under the right EDG pillar — Core Capabilities, Innovation & Productivity, or Market Access. Assessors are reading for capability gained, not software bought.

Quotation and supporting documents

A quotation and technical write-up built to survive both assessment and the later claim: itemised deliverables, milestones and third-party costs that a verifier can trace. You hold the Business Grants Portal account and you submit it from there.

Approval-first sequencing

We hold your slot without a signed contract, without a deposit and without starting work, because any one of those counts as commencement and disqualifies the project. Engagement documents are prepared and left unsigned until your approval letter is issued.

Frequently asked questions

Can EDG fund custom software built by GDI?

Yes. EDG supports up to 50% of qualifying project cost for SMEs, has no fixed cap, and has no pre-approved vendor list — you choose your own vendor and supply their quotation with your application. This is the key difference from PSG. Approval rests with Enterprise Singapore, which assesses each project on its own merits, so no vendor can promise you an outcome.

Does GDI need TR 43 or SS 680 accreditation to work on an EDG project?

No. Enterprise Singapore requires SAC-accredited TR 43 or SS 680 certification only for management consultants, and states that consultants providing technical advice and expertise in developing new technology do not require it. Software development is technical development work, so it falls outside that requirement. There is nothing for you to wait on and no accreditation status to verify before quoting us in.

Why can't PSG fund a custom build?

Because PSG only funds pre-approved solutions from vendors on the official listing — it pays for a listed vendor's packaged product, not bespoke work. A custom system is by definition not a pre-approved solution, so no amount of scoping makes it PSG-claimable, and GDI is not a listed PSG vendor. If a listed off-the-shelf product genuinely solves your problem, take PSG and buy it; that route is cheaper and faster than a custom build. EDG exists for the cases where nothing off the shelf fits.

What disqualifies an EDG application?

Starting the project before you are approved. Enterprise Singapore treats a project as commenced if you have begun work, made a payment to a third party, or signed a contractual agreement with a third party — and there are no retrospective claims. Signing a contract is the trap people miss: a signature alone, with no money moved and no work done, is enough to lose the funding. Get the scope and quotation prepared, submit, wait for approval, then sign.

How long does EDG approval take, and when do I get the money?

Roughly 8 to 12 weeks to process, and the money comes afterwards. EDG is a reimbursement scheme: you fund the project, complete it, and claim after completion and verification against what was approved. Plan cash flow for the full project cost plus a wait, and add the processing time to your timeline before you commit to any go-live date that depends on it.

Can you apply for or manage the grant for me?

No. Enterprise Singapore does not permit third parties to apply for or manage a grant on an applicant's behalf. We help you prepare the quotation, the project write-up and the supporting documents, and walk you through the portal steps, but the application is submitted from your own Business Grants Portal account by your own people. Anyone offering to run the application for you is describing something the rules do not allow.

What are the eligibility conditions?

Your business must be registered and operating in Singapore, have at least 30% local shareholding held by Singaporeans or PRs, and be financially ready to start and complete the project. Note the last one: because EDG reimburses after completion, assessors want to see you can carry the project cost in the meantime. Company eligibility is separate from project eligibility — a qualifying company can still have a project turned down.

EDG is changing in 2026 — should I wait?

Generally no. EDG and MRA are expected to consolidate into a new EDGE framework in the second half of 2026, but the current scheme is open and the 8 to 12 week processing time means waiting for a framework whose final terms are not yet published usually costs more time than it saves. If your project is ready, apply under the rules that exist. We will flag it if your particular timing makes waiting the better call.
